Preheat the oven to 375°F. Lightly grease a mini muffin pan or a regular muffin tin with nonstick cooking spray or oil.

In a large mixing bowl, combine ground beef, breadcrumbs, milk, egg, finely chopped onion, garlic powder, onion powder, salt, black pepper, and ketchup. Mix until just incorporated.

Spoon approximately one tablespoon of the meat mixture into each prepared muffin cup and press to form a base. Place a small cube or spoonful of cheddar cheese in the center of each, then top with additional meat mixture, pressing edges to thoroughly seal the cheese inside.

Spoon a small amount of ketchup on top of each portion, if desired.

Transfer to the oven and bake for 20 to 25 minutes, or until the bites are cooked through and the internal temperature reaches 160°F, with cheese melted inside.

Allow to rest in the pan for 5 minutes. Gently remove the bites and serve warm as an appetizer or main with preferred side dishes.
