Add chopped green bell pepper and onion to the skillet and cook for 3 to 4 minutes until softened. Stir in pizza sauce, Italian seasoning, garlic powder, salt, and pepper. Simmer for 5 minutes.

Arrange the hamburger bun halves on a baking sheet with the cut sides facing up. Lightly coat with cooking spray or spread with butter as preferred. Toast in the preheated oven for 5 minutes.

Evenly spoon the beef mixture over each toasted bun half. Top each with a blend of mozzarella and cheddar cheeses.
