Preheat the oven to 400°F (200°C). Lightly grease a muffin tin or line with paper cups.

Combine mashed potatoes, beaten egg, cheddar cheese, Parmesan cheese, chopped green onions, garlic powder, salt, and pepper in a large bowl. Mix until evenly distributed.

Scoop the mixture evenly into the prepared muffin tin, filling each cup nearly to the top.

Sprinkle breadcrumbs evenly over the top of each portion and lightly spray the tops with cooking spray to enhance browning.

Bake in the preheated oven for 20–25 minutes, or until the tops are golden brown and set.

Allow the puffs to cool for a few minutes before removing them from the muffin tin. Serve warm.
