In a large mixing bowl, blend ground beef with breadcrumbs, eggs, milk, garlic powder, onion powder, salt, and black pepper until the mixture is uniform.

Transfer the meat mixture to the prepared baking dish and press evenly to create the meatloaf layer.

Bake uncovered for 25 to 30 minutes. Carefully drain excess fat from the baking dish after baking.

Stir together mashed potatoes and sour cream in a separate bowl until the mixture is smooth.

Carefully spoon and spread the mashed potato mixture on top of the cooked meatloaf layer.

Evenly sprinkle shredded cheddar cheese, then add crumbled turkey bacon and chopped green onions over the mashed potatoes. Return the dish to the oven and bake for 15 to 20 minutes, or until cheese is melted and golden.
