In a large mixing bowl, add the cooked beef mixture, cream of mushroom soup, cream of cheddar soup, cooked white rice, milk, and 1 cup of shredded cheddar cheese. Mix until thoroughly blended.

Spread the prepared mixture evenly into the greased baking dish.

Sprinkle the remaining 1/2 cup of cheddar cheese evenly over the top.
