In a large non-stick skillet over medium-high heat, cook ground beef and diced onion until browned and fully cooked. Drain excess fat.

Reduce heat to medium. Stir in condensed cheddar soup, cream of mushroom soup, 2 cups milk, salt, pepper, and 1 cup shredded cheddar cheese. Mix thoroughly until cheese is melted and mixture is incorporated.

Transfer the beef mixture evenly into the prepared baking dish. Sprinkle the reserved 1 cup of shredded cheddar on top.

In a large bowl, combine the Cheddar Bay Biscuit mix with 1 cup shredded cheddar cheese and 1/4 cup melted butter. Add required milk, following box directions, using total specified milk if possible, and stir until a soft dough forms.

Evenly distribute biscuit topping over the beef mixture. Bake in preheated oven for 30–45 minutes until biscuits are golden brown and cooked through.
