Set oven temperature to 350°F (177°C) and allow to preheat fully.

In a large mixing bowl, combine cooked rice, cooked chicken breast, broccoli florets, cream of chicken soup, sour cream, milk, 1 1/2 cups shredded cheddar cheese, garlic powder, onion powder, salt, and black pepper. Mix thoroughly until ingredients are evenly incorporated.

Lightly grease a 9x13-inch (23x33 cm) baking dish. Spread the mixture evenly into the prepared dish.

If using, mix crushed crackers or breadcrumbs with melted butter. Evenly sprinkle the mixture over the rice blend. Add remaining 1/2 cup shredded cheddar cheese on top.

Bake uncovered for 30–35 minutes, or until the casserole is bubbling and cheese is melted and golden brown on the surface.
