In a skillet over medium heat, cook the ground beef until no longer pink, about 6–8 minutes. Drain excess grease. Stir in garlic powder, onion powder, chili powder, cumin, salt, and pepper. Cook for an additional 1–2 minutes until well combined. Remove from heat.

Heat a skillet or griddle over medium heat. Warm each flour tortilla for 20 seconds per side, just until pliable. Set aside.

Spread ¼ cup refried beans evenly on one tortilla. Top with ¼ of the beef mixture, dollop ½ tbsp tomato sauce over the beef, and sprinkle ¼ cup cheese. Add diced tomatoes and olives, if using. Cover with a second tortilla.

Place the assembled tortilla in a skillet or griddle over medium-low heat. Cook for about 2–3 minutes per side, pressing gently with a spatula, until the cheese is melted and the tortilla is golden brown. Repeat for the remaining tortillas.

Top each pizza with shredded lettuce, sour cream, and chopped green onions. Slice into wedges and serve hot.
